The withering of vice and the sexual revolution

Here.  Is the gay marriage movement an extension of the civil rights movement, or the sexual revolution?

This question of civil rights or sexual revolution is being played out in the California legislature. If passed, students will not be able to use Cal Grant money at Christian colleges and universities who have standards limiting homosexual practice.
