The line has already been drawn very clearly in the USA. Churches that provide a public service or accomodation (a business open to the public, a hospital, etc.) are not allowed to discriminate in their dealing with the general public (such as in hiring or choice of customers), but are free to discriminate however they wish privately or for functions that are for church members only.
