Why does Manson get parole hearings?

I'm not a fan of the death penalty, but this is one of the better arguments for it. I wish we knew how to swallow the key with people like Manson.

The key is swallowed..the hearings are a formality, nothing more.

Manson gets parole hearings because "the criminal justice system" isn't about justice, it's about system, it's about procedure.

Manson gets parole hearings because of the death penalty.

He was sentenced to death then the Supreme Court ruled against the death penalty (later overturned by the same because they said states had fixed the problems with it). Because people in California wanted the death penalty to be used more often they denied "life without parole" as a sentencing option and so he had to be commuted to a sentence that allowed the possibility of parole.

Texas has recently allowed life without parole sentences and the death penalty has dropped sharply.
