Absolutely the government and society have a vested interest in promoting families. There should truly be benefits and motivators to having a stable family.
Also, a much more descriptive title would be "Is this a pro-life alternative to eliminating the legal ability to butcher the unborn?"
I can see reasons why the left and right would complain about this. The far right would call all this government involvement socialism. The far left might complain that this promotes a heteronormative view of why a family should be.
