"Migrant" sounds like a code word for "illegal".

It is illegal to circumvent border crossings. Persons of all ages are required by US law to stop at a port of entry and receive authorization to proceed into the US.

Those who "migrate" across a border without such authorization at a port of entry are in a state of illegality for every moment they remain on US soil.

To solve the "migrant" farmworker children problem I suggest a few steps.
1.Deport those who are here illegally if they can be deported with or to an adult family member or legal guardian.
2.For those who are here legally enforce existing child labor, parental neglect, and truancy laws.
3.For those in the middle, that is, here illegally but the government is unable to deport them safely in or to adult custody, I suggest making them wards of the state with a path to adult citizenship.

I agree with you. That seems like a good place to start but nuance the number 3 option. But all in all very good.
